Breaking the Prison to Prison Pipeline

Today, Congressman David Trone visited the University of Baltimore to meet with formally incarcerate students. The stop at the University’s Second Chance Program was an opportunity to hear from those impacted by the criminal justice system. The university’s second chance program works with students formerly incarcerated at the Jessup Correctional Institute, and those students can now use pell grants to help pay for their education.
David Trone:
Normally, recidivism runs almost 75% – the prison-to-prison pipeline – it’s a circle. When they have an education and they get that degree, it drops down to single digits, so that saved billions of dollars in America and give folks a second chance.

Congressman Trone says he wants to continue to help these programs and expand them to other institutions.
