Congressman David Trone Announces Nearly $33 Million in Community Project Funding for Maryland’s Sixth District

WASHINGTON, D.C. — Today, Congressman David Trone (MD-06) announced he requested $32,704,877 in funding for projects across Maryland’s Sixth District. These investments will create new jobs, deliver much-needed resources to Sixth District communities, and restore neglected infrastructure.

This upcoming fiscal year, Members are allowed to request 15 projects, an increase of five projects from the previous fiscal year. For Fiscal Year (FY) 2023, Congressman Trone’s projects represent an over 370% increase from FY 2022 funding. In FY 2022, all 10 of the Congressman’s requested projects were ultimately included and signed into law via the final federal funding package.

“As a businessman, I know how vital it is to work with folks on the ground to get the best results. After working with state and local leaders over the last year, we identified projects that will have the highest impact in our communities and help the folks most in need,” said Congressman Trone. “In Congress, our number one job is to provide our constituents with the tools they need to succeed. These community-driven investments will do just that.”

The following projects were submitted and approved by the House Committee on Appropriations to be included in the Fiscal Year 2023 federal funding package.

Allegany County

• $4,800,000 for the repair of the Fayette Street Bridge on behalf of the City of Cumberland
• $1,875,000 for the refurbishment of Barton Hose Company No 1
• $531,718 for the construction of a new childcare center for the City of Frostburg

“The City of Cumberland is incredibly appreciative of the continuing support from Congressman Trone,” said Cumberland Mayor Raymond Morriss. “The Fayette Street Bridge Replacement project will restore traffic patterns and provide a vital link for EMS services to our West Side Residents.”

“Receiving the phone call from Congressman Trone notifying me of the approval of the grant left me speechless and with tears of joy. This is not just a major win for the volunteers of the Barton Hose Company, but also a major milestone for our community,” said Eric M. Mowbray, Assistant Fire Chief, Barton Fire Department. “The Barton community has always been the backbone of support for us, and we sure couldn’t do this without everyone’s support. As a third-generation firefighter belonging to the Barton Hose Company, I’m pleased with the direction we have all worked hard to get to. But it wouldn’t come without the continued support from Appropriation Committees & Congressman Trone to see that nonprofit organizations just like ours are more than worthy of being provided funds.”

Frederick County

• $4,812,524 for the East Street Trail Liberty Road Bridge Crossing for the City of Frederick
• $4,000,000 for a STEM workforce development program at Mount St. Mary’s University
• $1,315,843 for refurbishments and upgrades for the City of Frederick’s Permanent Supportive Housing, Food Distribution Center, & Soup Kitchen
• $698,083 for the purchase of clinical equipment for the Frederick County Government

“We know Frederick County needs a crisis stabilization center to provide care and a safe place for people with mental health and substance abuse issues while they wait to connect to other long-term care services,” Frederick County Executive Jan Gardner said. “Advancing this center is a priority of my Administration. I am grateful for the support of Congressman Trone and our entire Federal delegation on this project so we can provide this missing piece of our behavioral health care continuum.”

“The City of Frederick appreciates the strong support we continue to receive from Congressman Trone regarding projects that advance important goals in our community,” said Frederick City Mayor Michael O’Connor. “The East Street Rails and Trails project, including the bridge over Route 26, will create an important connection for bicyclists and pedestrians improving transportations options for everyone. Our Housing and Human Services renovations at 100 South Market Street will enhance service delivery to our residents most in need and while recognizing the changes needed to meet our customers in post-COVID.”

“Mount St. Mary’s University is grateful to Congressman Trone for his support of the university’s expansion and renovation of our STEM research facilities to support American competitiveness in high demand fields such as computer science, data science, cybersecurity, neuroscience and biological, environmental, and physical sciences, as well as contribute to a highly trained STEM workforce for the state of Maryland,” said University President Timothy E. Trainor, Ph.D. “We are honored to be blending superb classroom instruction with research mentored by top-tier scientists in educating diverse and ethical STEM students who will help lead the STEM-oriented U.S. economy in the decades ahead.”

Garrett County

• $942,542 for the purchase of equipment for the Garrett County Government
• $650,000 to purchase a new electronic health record system for the Garrett Regional Medical Center

“The EPIC Electronic Health Record system is imperative in order for Garrett Regional Medical Center (GRMC) to continue to provide the best quality care possible for the people in our 8-county service area,” said Mark Boucot, President & CEO of the hospital. “EPIC will enable our medical staff to seamlessly and quickly share patient records with specialists at WVU Medicine and other larger medical facilities, and will also allow GRMC to produce reports needed to assess patient care and the delivery of services. Our existing Electronic Medical Record system is over 20 years old, and the technology is very dated. We’re grateful Congressman Trone has chosen GRMC to be part of the  Community Project Funding program.”

“Congressman Tone’s support for Garrett County and his commitment to include this project as one of 15 Community Projects will enable Garrett County to purchase radio equipment and consoles in order to support public information, alert, and warning coordination capabilities from the Emergency Operations Center,” said Chairman Paul Edwards. “This equipment will also serve as back-up emergency communications equipment in the event of a 9-1-1 Center failure, ensuring redundant communications capabilities with first responders in the field from the Emergency Operations Center.”

Montgomery County

• $4,192,720 for the Fisher Avenue Streetscape Project for the Town of Poolesville
• $942,303 for building restoration and preservation for the Pleasant View Historical Association
• $1,250,000 for renovations and refurbishments of a health center for the Chinese Culture and Community Service Center

“In 1868, shortly after emancipation, three Black families came together to purchase land for $54 to build a schoolhouse, a church building, and a cemetery.  That site became the bedrock of the black community of Quince Orchard, MD for more than 150 years,” said Dr. Gerard A. Green, Jr., Pleasant View Historical Association, Board of Trustees, Chairperson. “Today’s announcement of funds to support the ongoing Pleasant View Historic Site preservation and restoration effort is an acknowledgment of the importance of the African American community, a tribute to the site’s legacy, and a commitment that it will continue to be a foundation for the whole of the community for generations to come.” 

“After over 20 years of visioning, planning, and community advocacy, we are thrilled that vital safety improvements and a transformational main street will be realized,” said Wade Yost, Town Manager, Poolesville.

“This support will enable Chinese Culture and Community Service Center, Inc. (CCACC)  to build a one-stop health center to provide holistic health and wellness service for the underserved population. With service focus on prevention and the overall well-being of our residents, we will be able to significantly lower the public burden on the healthcare cost,” said CCACC Director Huixing (Kate) Lu. “The new clinic site will take up to 10000 square feet, which will house a primary care clinic, a rehabilitation (providing physical therapy, occupational therapy, and behavioral health) center, a radiology clinic, a dental clinic, and a retail pharmacy space in one location. This one-stop community health center will be dedicated to providing culturally tailored health and social services to the 413, 063 Asian American residents in Maryland, other Asian American residents, and community members at large in its adjacent area.”

Washington County

• $4,000,000 for a clubhouse replacement for the Boys & Girls Club of Washington County
• $1,694,144 for campus expansion for the Pittsburgh Institute of Aeronautics – Hagerstown
• $1,000,000 for an outpatient mental health clinic for the Sheppard Pratt Health System

“The lack of access to behavioral health and substance use services is particularly acute in Washington County, and they are two of the county’s top priorities,” said a spokesperson of Sheppard Pratt. “By working with Washington County and expanding access to outpatient treatment and services, Sheppard Pratt is committed to meeting the demands of the community and ensuring its residents have greater access to quality behavioral healthcare.

“The support from Congressman Trone’s Community Project will allow the Pittsburgh Institute of Aeronautics (PIA) – Hagerstown to construct a new 10,000 square foot facility that will provide additional workshop and instructional space,” said a spokesperson for PIA. ”PIA has become a significant community anchor, demonstrating its commitment to outreach and service to all students – traditional and nontraditional. Congressman Trone is committed to helping the workforce needs of both Maryland and the rest of the nation and providing Marylanders with educational opportunities that lead to family-sustaining jobs.”

“We are so grateful for the support of Congressman Trone and his team,” said Addie Nardi, CEO, Boys and Girls Club of Washington County. “Our project is not only going to revitalize our neighborhood, but it’s also going to give Washington County’s youth a place that shows them how supported they are. We couldn’t do this project without this support.” 

Congressman David Trone was elected to the House of Representatives in November 2018 to serve the 6th District of Maryland, which includes all or part of Montgomery, Frederick, Washington, Allegany, and Garrett Counties. Trone serves on the Appropriations, Veterans’ Affairs, and Joint Economic Committees. In Congress, Trone is fighting to make progress on issues that matter to Marylanders, including the mental health and addiction crises, criminal justice reform, and funding for medical research.
