Congressman David Trone Secures Nearly $6 Million for Washington County in Appropriations Bills

WASHINGTON, D.C. — Congressman David Trone (MD-06) announced that he secured $5,750,000 in Community Project Funding (CPF) in Washington County for Fiscal Year (FY) 2023. After their approval by the House Committee on Appropriations – of which Trone is a member – the bills now advance to the U.S. House for passage in the coming month.

The funding includes:

• $4,000,000 for a clubhouse replacement for the Boys & Girls Club of Washington County
• $1,000,000 for an outpatient mental health clinic for the Sheppard Pratt Health System
• $750,000 for campus expansion for the Pittsburgh Institute of Aeronautics – Hagerstown

Overall, Congressman Trone was able to procure over $30 million in Community Project Funding for Maryland’s Sixth District in the federal government’s FY 2023 funding bills.

The funding will be used to construct a new Club facility at the site of the current clubhouse which is no longer suitable for use. The proposed new clubhouse will enable BGCWC to increase the average daily attendance of children and teens by 100 to 250 members, doubling their current numbers to serve as many as 500 youth each day. The funding will also allow for the creation of a new Teen Center and implementation of career/workforce development programming, for which the Club currently lacks usable space. The project will serve as an epicenter for neighborhood revitalization and provide essential services to at-risk youth to improve outcomes in social determinants of health.

The funding will also be used to expand the mental health clinic’s operations in Washington County, which would not only benefit the residents of Washington County but would also free up capacity at the Frederick County mental health clinic. This expansion plan would involve tripling the number of providers at the facility and would allow Sheppard Pratt to increase its services from 133 patients a month to almost 600. This roughly 80 percent increase in treatment capacity will adequately address the access to care issues in Washington County for behavioral health. The expansion will also allow Sheppard Pratt to double its psychiatry capacity, which will allow it to better serve the needs for medication management in Washington County.

The funding go toward the construction of a new 10,000 square foot facility that will provide additional workshop and instructional space to accommodate their growing program for Aviation Maintenance Technicians. Opened in 2011, PIA’s Hagerstown Branch Campus is Recognized as a “School of Excellence” in 2019 by the Accrediting Commission for Career Schools and Colleges (ACCSC). The campus is Maryland’s exclusive Federal Aviation Administration (FAA) certified Airframe & Powerplant training provider, preparing graduates to work as Aircraft Maintenance Technicians (AMTs).

Congressman Trone is a member of the powerful Appropriations Committee and requested funding for these critical local projects earlier this year. Trone made these requests, otherwise known as Community Project Funding, in order to address the dire need for investment in local projects that will help lead to better community-provided resources and spur economic growth and job creation.

Congressman David Trone was elected to the House of Representatives in November 2018 to serve the 6th District of Maryland, which includes all or part of Montgomery, Frederick, Washington, Allegany, and Garrett Counties.
