Congressman David Trone Secures Nearly $6 Million for Montgomery County in Appropriations Bills

WASHINGTON, D.C. — Congressman David Trone (MD-06) announced that he secured $5,942,303 in Community Project Funding (CPF) in Montgomery County for Fiscal Year (FY) 2023. After their approval by the House Committee on Appropriations – of which Trone is a member – the bills now advance to the U.S. House for passage in the coming month.

The funding includes:

• $4,000,000 for the Fisher Avenue Streetscape Project for the Town of Poolesville
• $1,000,000 for renovations and refurbishments of a health center for the Chinese Culture and Community Service Center
• $942,303 for building restoration and preservation for the Pleasant View Historical Association

Overall, Congressman Trone was able to procure over $30 million in Community Project Funding for Maryland’s Sixth District in the federal government’s FY 2023 funding bills.

The funding will be used to construct streetscape infrastructure improvements on Fisher Avenue, which will include an increased focus on ADA accessibility and overall pedestrian safety and connectivity. The project will provide traffic calming measures for improved safety and traffic flow and will include pedestrian-friendly street lighting and sidewalks, which will help to attract and retain a quality business district. Ultimately, the Streetscape Project will dramatically enhance the Town’s infrastructure and lead to a revitalized downtown, increased business activity, and additional employment opportunities.

The funding will be used for the renovation and refurbishment of a new site for the CCACC’s Health Center. This funding will enable CCACC to build a one-stop health center to provide holistic health and wellness service for underserved populations in Montgomery County. The new clinic site will take up to 10,000 square feet, which will house a primary care clinic, a rehabilitation (providing physical therapy, occupational therapy and behavioral health) center, a radiology clinic, a dental clinic, and a retail pharmacy space all in one location.

The funding will be used to preserve and restore deteriorating structures that are part of the Pleasant View Historic Site, which served as a center of the African American community in Maryland for more than one hundred years. Over the years, many of the buildings on the site have degraded to the point where they are now closed to the public, as they are longer safe for groups to use them as meeting spaces or for tours to be taken through their halls. These restoration projects would preserve critical pieces of history and allow present and future generations to tour the former Pleasant View Methodist Episcopal Church, the former Quince Orchard Colored School, and the Pleasant View Cemetery.

Congressman Trone is a member of the powerful Appropriations Committee and requested funding for these critical local projects earlier this year. Trone made these requests, otherwise known as Community Project Funding, in order to address the dire need for investment in local projects that will help lead to better community-provided resources and spur economic growth and job creation.

“After over 20 years of visioning, planning, and community advocacy, we are thrilled that vital safety improvements and a transformational main street will be realized,” said Wade Yost, Town Manager, Poolesville.

“This support will enable Chinese Culture and Community Service Center, Inc. (CCACC)  to build a one-stop health center to provide holistic health and wellness service for the underserved population. With service focus on prevention and the overall well-being of our residents, we will be able to significantly lower the public burden on the healthcare cost,” said CCACC Director Huixing (Kate) Lu. “The new clinic site will take up to 10000 square feet, which will house a primary care clinic, a rehabilitation (providing physical therapy, occupational therapy, and behavioral health) center, a radiology clinic, a dental clinic, and a retail pharmacy space in one location. This one-stop community health center will be dedicated to providing culturally tailored health and social services to the 413, 063 Asian American residents in Maryland, other Asian American residents, and community members at large in its adjacent area.”

“In 1868, shortly after emancipation, three Black families came together to purchase land for $54 to build a schoolhouse, a church building, and a cemetery.  That site became the bedrock of the black community of Quince Orchard, MD for more than 150 years,” said Dr. Gerard A. Green, Jr., Pleasant View Historical Association, Board of Trustees, Chairperson. “Today’s announcement of funds to support the ongoing Pleasant View Historic Site preservation and restoration effort is an acknowledgment of the importance of the African American community, a tribute to the site’s legacy, and a commitment that it will continue to be a foundation for the whole of the community for generations to come.” 

Congressman David Trone was elected to the House of Representatives in November 2018 to serve the 6th District of Maryland, which includes all or part of Montgomery, Frederick, Washington, Allegany, and Garrett Counties. Trone serves on the Appropriations, Veterans’ Affairs, and Joint Economic Committees.
