FY 2024 Community Project Funding

The following 13 Community Projects have been signed into law by President Biden on March 9, 2024, in the Fiscal Year 2024 legislative funding packages. These projects are listed in alphabetical order by subcommittee, and not in any priority order.

Agricultural, Rural Development, and Food and Drug Administration

  • $1,000,000 through the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, for the Deep Creek Volunteer Fire Company Capital Improvement. The intended recipient is the Deep Creek Volunteer Fire Company, Inc, located at 1906 Deep Creek Dr. McHenry, MD 21541. A financial disclosure and federal nexus letter can be found here.
    •  If awarded, funding will be used to complete necessary renovations to the firehouse, and to purchase a new ladder truck. Specifically, the funding would be used to finish the second floor expansion of the living quarters for career and volunteer fire staff, and to fully replace the 28 year old existing aerial apparatus. This is an appropriate use of taxpayer funds because this investment would allow Deep Creek VFC to provide quicker and more efficient emergency services in the community. Additionally, the completed renovation could be used as a Community Assistance Center if needed. 
  • $500,000 through the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, for the Good Will Fire Company No. 1 Engine-Tanker Replacement. The intended recipient is the Good Will Fire Company No.1, Inc, located at 6 Douglas Avenue, Lonaconing, MD 21539. A financial disclosure and federal nexus letter can be found here.
    • If awarded, funding will be used to replace their current tanker, which was built prior to the safety standards established in the 1991 edition of NFPA 1901. Specifically, the funds would build an Engine-Tanker with 1,500 gallons of water with a 1,500 Gallon Per Minute pump, with 8 riding positions to transport firefighters to the scene, all of the required emergency lighting, scene lights to provide a safe operating area around the fire ground, and the ability to dump water off either side and the rear of the truck. This is an appropriate use of taxpayer funds because replacement of the tanker is necessary to maintain public safety and fire-response services in the community.
  • $500,000 through the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, for the Oakland Community Center Expansion (located at 14 North Eighth Street, Oakland, MD, 21550). The intended recipient is the Town of Oakland, MD, located at 15 South Third Street, Oakland, MD 21550. A financial disclosure and federal nexus letter can be found here.
    • If awarded, funding will be used to expand and make necessary repairs to the Oakland Community Center, a community space used by residents, organizations, businesses and more of the tri-state region. This is an appropriate use of taxpayer funds because this funding will be used to repair a vital community space, one which is used for a variety of purposes, including community health, safety, etc. Oakland and surrounding areas typically experience harsh winters, and there is currently a lack of indoor community space which can be used. Currently, it is one of very few indoor facilities accessible in the county.
  • $1,000,000 through the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Bill, for a Public Safety Training Center (located at 18350 Public Safety Place, Hagerstown, MD 21740). The intended recipient is the Washington County Division of Emergency Services, located at 16232 Elliott Parkway, Williamsport, MD 21795.     •  If awarded, funding will be used to continue expansion of the facility to allow more hands-on training. Specifically, the funding would build a High Bay Storage/Training Building (for an indoor firefighter training maze, law enforcement mock-up apartment props, forcible entry props/confined space training, vertical rescue training tubes & storage), and a Pavilion Bathroom/Shower Complex w/ Outside Classroom (outdoor teaching pavilion for sheltered review of activities, bathrooms/shower facilities for decontamination of firefighters, storage, & cleaning areas.) This is an appropriate use of taxpayer funds because this funding will be used to help train first responders in Washington County & other rural precincts.

Energy and Water Development

  • $2,000,000 through the Energy and Water Development, and Related Agencies Appropriations Bill, for Water and Wastewater Treatment Plant Upgrades for the Town of Brunswick, MD. The intended recipient is U.S. Army Corps of Engineers – Baltimore District, located at 2 Hopkins Plaza, Baltimore, MD 21201. A financial disclosure and federal nexus letter can be found here.
    •  If awarded, funding will be used to improve both the water and wastewater treatment plants to increase efficiencies and include technology that would allow for increased capacity. These plants serve residents of the City of Brunswick (with a population just over 8000) as well as 200 Frederick and Washington county residents outside the city boundaries. This is an appropriate use of taxpayer funds because the project will ensure safe clean drinking water and safe treatment of waste for the residents of the City of Brunswick and for those residents in Frederick and Washington counties served by our treatment plants.

Transportation, Housing and Urban Development

  • $1,000,000 through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for the Carver Center Renovation (located at 340 Frederick Street, Cumberland, MD 21502). The intended recipient is the Cumberland Economic Development Corporation located at 3 Pershing Street, Suite 105, Cumberland, MD 21502.     • If awarded, funding will be used to renovate the Carver Center, a center where similarly-oriented and community minded organizations could locate and coexist, creating an opportunity to cooperate with one-another given their common goal of helping those in need. This is an appropriate use of taxpayer funds because this project is intended to directly impact low and moderate income families in Allegany County, including work-force development, youth enrichment, and more.
  • $4,616,279 through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for the Downtown Frederick Youth Center (located at 300 Scotty’s Bus Lane, Frederick, MD 21701). The intended recipient is the Ausherman Family Foundation, located at 7420 Hayward Road, Suite 203, Frederick, MD 21702. A financial disclosure and federal nexus letter can be found here.
    •  If awarded, funding will be used to construct a new youth center building to meet the needs of the community. This is an appropriate use of taxpayer funds because this project is intended to directly improve outcomes for young people aged 14‐24 in Frederick County, MD. It provides their families with additional support and resources. It also helps youth service providers who will benefit from a center supporting their operations and programs. A downtown Frederick Youth Center will indirectly benefit the community, as impacting these youth will generate a social return on investment and net gains in community prosperity, sustaining the community into the future.
  • $500,000 through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for the FITCI Manufacturing and Commercialization Center. The intended recipient is the Frederick Innovative Technology Center, Inc, located at 4539 Metropolitan Ct., Frederick, MD 21704. A financial disclosure and federal nexus letter can be found here.
    • If awarded, funding will be used to renovate its current building into a manufacturing and commercialization space for our incubator clients. This is an appropriate use of taxpayer funds because the project will benefit small and emerging businesses in Frederick who are growing and need to manufacture and/or move toward commercialization. This project will create jobs both in startup/emerging businesses as well as manufacturing jobs to operate the center.
  • $1,250,000 through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for land acquisition for the future Hope Center. The intended recipient is I Believe in Me, Inc, with a mailing address of P.O. Box 4255, Frederick, MD 21705. A financial disclosure and federal nexus letter can be found here.
    • If awarded, funding will be used to purchase land, at which the I Believe in Me Hope Center will be constructed. This is an appropriate use of taxpayer funds because this project is intended to directly impact children from marginalized communities. Once established, the Youth Center will allow I Believe in Me to triple their current user base and add weekend and evening programs.
  • $1,000,000 through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for the New John R.     • If awarded, funding will be used to construct a new building to become the new home of the VFW, after the property they had been renting was sold. This is an appropriate use of taxpayer funds because the VFW is a nonprofit veteran’s service organization which provides assistance to all veterans and provides a place of community for Veterans. This new building will allow them to continue to operate and help veterans in Frederick County.
  • $1,000,000 through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for the Russell Avenue Multimodal and Streetscape Improvement. The intended recipient is the City of Gaithersburg, MD, located at 31 S. Summit Avenue, Gaithersburg, MD 20877. A financial disclosure and federal nexus letter can be found here.
    • If awarded, funding will be used to convert the 1-700 blocks of Russell Avenue from a car-centric, wide road into a pedestrian-friendly corridor. This is an appropriate use of taxpayer funds because Russell Avenue abuts Lakeforest Mall, and at 105 acres, the mall parcels represent the largest consolidation of land under a single ownership within Gaithersburg available for redevelopment and new construction. The City has focused on activities in proximity to the mall that will accelerate reinvestment on-site and also in the adjoining neighborhoods.
  • $750,000 through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for the Speak Up Community Newsroom and Neighborhood Meeting Center. The intended recipient is Brothers United Who Dare to Care, Inc. located at 131 W. North Avenue, Hagerstown, MD 21740. A financial disclosure and federal nexus letter can be found here.
    • If awarded, funding will be used to purchase and renovate a property in a highly visible location in the Jonathan Street neighborhood. This is an appropriate use of taxpayer funds because this project is intended to help minority and underserved youth aged 7-21 in a variety of mentorship programs in an economically disadvantaged area of the city.
  • $1,000,000 through the Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill, for Woodside Avenue/North Carroll Street Improvements. The intended recipient is the Town of Thurmont, MD, located at 615 East Main Street, P.O. Box 17, Thurmont, MD 21788. A financial disclosure and federal nexus letter can be found here.
    • If awarded, funding will be used to extend and improve Woodside Ave, North Carroll St, and Carroll St. This is an appropriate use of taxpayer funds because improvements will stimulate economic development in town by connecting these roads to US-15, increase safety for pedestrians and residents, and conserve natural resources.
